Air conditioners work by extracting heat from one area and releasing that heat into another area. This is done using refrigerant, and that refrigerant is controlled by varying the pressure and flow rate. When you turn an air conditioner on in heating, the unit will take some time to absorb heat to release into your room prior to it starting the fan. This is designed so that it does not create a draught before there is heat available to warm the room.
